California’s largest legal news periodical, The Los Angeles/San Francisco Daily Journal, has recognized Shay as one of the Top 20 Cannabis Lawyers in California. Super Lawyers® Magazine has named Shay as a Northern California Super Lawyer in Cannabis Law for several years, and, in 2024, as one of the Top 100 Northern California Super Lawyers across all practice areas. Shay serves as the Immediate Past Chair of the Bar Association of San Francisco Cannabis Law Section and as the current Chair of the California Lawyers Association Cannabis Practitioners Group. In 2023, the Board of Supervisors of the City and County of San Francisco appointed Shay to a seat on the San Francisco Cannabis Oversight Committee, to advise the San Francisco Mayor and Board of Supervisors regarding cannabis laws and regulations. Shay provides pro bono legal services to verified equity applicants under the Cannabis Equity Program administered by the San Francisco Office of Cannabis. Shay holds a B.A. in Economics from Rice University and a J.D. from The University of Texas School of Law.
