This panel seeks to address the pathways for federal cannabis reform in the 117th
Congress, considering legislative vehicles, political pragmatism, and actions of the
Administration.

Credits


General

This program is eligible for 1 hours of General CLE credit in 60-minute states, and 1.2 hours of General CLE credit in 50-minute states. Credit hours are estimated and are subject to each state’s approval and credit rounding rules. 

INCBA webinars are generally eligible for credit in the following states: AR, AL, CA, CO, GA, HI, IL, NJ, NM, NY, ND, PA, TX, VT. Additional states may be available for credit upon self-application by attendees. As the coalition’s Executive Director, she oversees the organization and leads federal policy initiatives for the country’s leading cannabis operators, including Cresco, Trulieve, Pura Vida, and others.? Other clients include the California Cannabis Industry Association, the most influential state-based cannabis trade association, which currently counts more than 500 businesses and 670 brands among its membership.?

A keen strategist who prioritizes transparency and collaboration, Saphira works closely with the both the House and Senate Cannabis Caucus and Working Groups.? She was recently selected by POLITICO as?Who to Know on K Street?for cannabis lobbyists and was named the 2020 Influencer of the Year by the Industry Power Women Awards.? Saphira received her Juris Doctorate from the Oklahoma City University School of Law and a Master's in International and Comparative Law (L.L.M.) from Georgetown University School of Law. She regularly speaks on US cannabis policy at events in the US and internationally. She lives in the DC-area with her family.

The Liason Group


David serves as the Director of Policy for the Liaison Group representing clients including the National Cannabis Roundtable, the California Cannabis Industry Association, and the Oregon Cannabis Association. Using a pragmatic and evidence based approach, David has influenced cannabis policy on the international, federal, and state level. He has worked to advance cannabis reform on the Federal level with a particular focus on getting cannabis businesses access to financial services. David has authored a book chapter in Cannabis Capital: How to Get Your Business Funded in the Cannabis Economy about federal regulation and banking policy and regularly is quoted in Politico, Marijuana Business Daily, Marijuana Moment and other publications.

 

Prior to joining The Liaison Group, David served as the Director of Government Affairs & Counsel for Americans for Safe Access, the nation’s largest nonprofit representing medical cannabis patients. In this role he authored several publications including 2019 State of the States Report: An Analysis of Medical Cannabis Access in the United States and acted as a policy resource for lawmakers around the country. David has also worked as a Legislative Fellow for a senior Democratic member of  Congress on the House Ways & Means Committee, and as an attorney in private practice

Daniel Cohen is an associate in the firm's Washington, D.C. office. He focuses his practice on regulatory compliance for depository institutions and money services businesses (MSB), including cryptocurrency trading platforms, and public policy counseling and advocacy on financial services policy for a wide range of institutions and trade associations. Additionally, he has experience helping represent financial institutions in class action litigation.

Daniel also represents food companies in obtaining insurance coverage in complex, multiparty disputes involving product liability, product recalls, and supply chain issues. In this practice, he has assisted several companies in settlement negotiations and mediations with third parties and insurance carriers, helping these clients recover insurance proceeds.

He also is involved in various pro bono matters at K&L Gates, including the representation of a client for special immigrant juvenile status, and advising a charitable prepaid card program.

Daniel writes extensively on the digital assets and blockchain applications, financial services and cannabis banking policy. His writings are often published on JD Supra. He also has been published in several legal journals, including the Virginia Law Review, the Dickinson Law Review, the Virginia Journal of Social Policy and the Law, the Energy Law Journal, the Banking Law Journal, and the Investment Lawyer.

Bipartisan appointments; Attorney General Dana Nessel’s Marijuana Policy Workgroup, and former Governor Rick Snyder as a Commissioner for the Impaired Driving Safety Committee representing qualified and registered patients. ? Bruner brings knowledge and experience to manage and coordinate federal, state, and municipal level regulatory affairs, with a primary focus on state-level policy, strategy and tactics for diversity, equity, and inclusion.
